Headwater drafts legislation, organizes support, and challenges rules that weaken self-government. We begin in Wyoming, where counties, local control, and the independence of the individual remain part of political life.
We believe reform must change how power works, not merely who holds it. Elections should answer to voters. Government should answer to the Constitution.
Built from hard campaigns and a harder question.
The Legislative Leadership Campaign Committee began its work in 2018, helping candidates challenge entrenched political power. Its team later helped elect municipal officials and state representatives and launched a policy center in 2023 to develop legislative work alongside campaigning.
Headwater is the next chapter of that work: an institution dedicated to constitutional governance, beginning with the Whole Counties Plan in Wyoming and a broader commitment to the Bill of Rights, federalism, and limited government.
