Wyoming's Constitution originally placed counties at the heart of legislative representation. The plan returns to that principle with a modern method of electing House members.

House districts contain one county or a group of complete counties. No county is cut apart to draw a district.
Voters choose nominees.
Party candidates are selected and ranked through party primaries. A party's list is its slate of House candidates for the district.
Votes earn seats.
Voters choose a list in the general election. House seats are awarded according to each list's vote total, using the Webster method in the revised plan.

What changes for voters?
Do party primaries remain?
Yes. Under the revised approach, party primaries select and rank the party's candidates before the general election.
What is a party list?
It is the party's slate of House candidates in a district. Voters choose among lists in the general election. Candidates nominated by petition may appear as one-person lists under the original bill's framework.
How are the seats divided?
Each list earns seats based on its share of the district's general election vote. The revised plan uses the Webster method to allocate whole seats. The calculator shows illustrative outcomes; exact ties and candidate limitations require election rules. The linked 2026 bill is an earlier draft.
